With 5% and including Heavy drones the DPS of the Typhoon is below a domi. Both get to choose damage types and the domi has a stronger tank. But the Typhoon can't even fit spare heavy drones so loses 1/3 of its DPS.
ATM you can fit 5 heavy and 5 meds... so you have no choice in drone damage type like the domi has but we get that with our guns/missiles. Increase drone bay to be able to fit some spares so 250m3 (8 heavy + 5 meds).
I would be pleased to see a increase in drone bay to go with the 5% bonus to be able to sustain its DPS.
Fitting Fitting I agree totally. With max fitting skills fitting minimum BS sized guns+cruise launchers of tech 2 form leaves: 5948PG and 447CPU
Thats with minimum weapons and no NOS which has higher fitting requirements.
So fitting a T1 tank. Dual rep, heavy cap booster leaves 198PG and 307CPU. Every other ship of armour tank form of either tier can fit a dual rep and cap booster (and propulsion) with its minimum weapons. It has one less low than the Geddon and Domi so using a fitting mod means it effectivly only has six lows to there eight.
As an example the Geddon can fit all Dual Heavy Pulse T2's + Heavy NOS, dual rep and cap booster with 2480pg left where the Typhoon had no nos and only had 198pg left.
A raise of what Testy said, 1k PG and 50CPU will really make the Typhoon complete to allow it to fit a strong tank like othe ships + BS weapons or good damage with some sort of tank.
the rest Agree with you 100% there, no one could argue against those changes to description + hp layout.

Yeah, that's not overpowered at all... 
What on earth are you fitting to get those numbers?
5% bonus's, max skills using: 800mm T2 with Hail and Seige T2 and T2 Heavy Drones gives 800 DPS With 3 T2 Gyros and 3 T2 BCU it gives 1200 DPS.
With 7.5% and same setup as above 1300 DPS.
A Mega with Neutrons T2, 6 Mag Field T2's and T2 Heavy Drones gives 1400DPS.

I sincerely doubt you've done any calculations yourself judging by the impossibly nice round numbers you're quoting. But my figures are correct.
Base damage of 4x 800mm II w/ Hail and 5% ROF bonus = 290.9 DPS Base damage of 4x Siege Launcher II w/ Rage and 5% ROF bonus = 374.5 DPS Base damage of 5x Ogre II = 316.8 DPS Total base damage = 982.2 DPS
That's with no damage mods and with plenty of grid/CPU to spare. Your numbers are way off the mark.
I used the spreadsheet produced by Naughty Boy. And I didn't use exact numbers, it was an example to show the difference in numbers not being pedantic over small numbers.
I see your using rage, I apologise, I'll set the sig to 1000 so you get the full effect of them.

869 DPS my arse. Two TP's doesn't give 1000 sig for any BS.
Say the average is 400m. First T2 TP makes it 520m. Second T2 TP (stacking penalty is 87.5% from memory so effect drops to 26.25%) makes it 656.
A scorp the biggest sig BS would still be less than 700.
So lets take 70% of the DPS of the missiles (drone DPS doesn't drop) so actual DPS would be just under 700 unless the target has MWD running all the time.
Not so uber now is it. A Dominix with T2 Dual 250mm + T2 heavy drones has the same DPS but has replacement drones, more mids for EW and such where typhoon has to use TP's.

Sure I see your point, but the Typhoon has lower Hp than other BS and webbers are common so having the option of fitting a awesome tank would be nice which it doesn't have atm with current PG/CPU.

Bugger another skill to add to the list thats a mile long already, say level 4 of that skill for 20%. 20% on top of the T2s 30% would give 36%.

Fit a setup like that to a Tempest. One less heavy nos for a extra gun. No rcu II but can fit 2x large reps unlike the typhoon. more starting HP. extra mid for web or something but cpu is tight so the main constraining factor. med drones instead of heavy but main DPS is from the guns so can't be lost by getting blown up. higher sig (20m) and slightly slower (20m/s)
The DPS is very similar. Depends on level of BS because the tempests dual bonus to the guns really affects things. Once you lose your typhoons heavy drones your DPS dives.

This is why we are calling for the changes. ATM the Tempest does nearly everything better than the Typhoon. Giving the Typhoon a bit more flexability in fitting and with missiles will really seperate it and bring it out from under the Tempests shadow.

I think 5% would be ok after running some tables/graphs but 7.5% wouldn't be overpowering but actually make it a GOOD ship. People are so used to it being some low DPS tin can they don't want it being anything but that little minmatar tin can that fits loads of nos and a few missiles or AC's.
The strength people haven't mentioned explicetly so far is that people won't know what to expect. ATM AC's + Missiles are very low DPS compared to most BS's. With the bonus changes people would actually have to consider the damage output of the Typhoon. It could also use the traditional Missiles + NOS while retaining good DPS like the Domi does through its drones (which it has vast ammounts of spares unlike the typhoon) so it would truely be flexable and unpredictable.
